Health Canada LP Compliance: What Changed in 2026

Health Canada's 2026 regulatory update introduced three significant changes to packaging and labeling requirements for licensed producers. If you're an LP sourcing pre-rolled cones, these changes directly affect your supply chain — and the compliance risk sits with you, not your supplier.

The first change is the standardized health warning rotation. LPs must now display all six approved health warnings across a calendar year, with no single warning appearing more than 25% of the time. This has implications for packaging print runs: smaller, more frequent orders replace the old model of bulk-printing a single warning variant.

The second change addresses plain packaging enforcement. While plain packaging has been required since 2019, enforcement tightened in Q1 2026. The new guidance explicitly prohibits textured paper, metallic inks, and any surface treatment that creates a 'tactile brand experience' on consumer-facing packaging. Several LPs received warning letters for embossed tubes.

The third change — and the one most relevant to cone buyers — is the updated moisture content standard for pre-rolls. Health Canada now requires that finished pre-rolls maintain between 55% and 65% relative humidity at point of sale. This means your cone paper, storage conditions, and packaging materials all contribute to compliance. Integra Boost or Boveda humidity packs are now effectively mandatory.
