Cannabis packaging regulations vary dramatically across U.S. states, and non-compliance can result in fines ranging from $5,000 to $50,000 per violation. This guide covers the most impactful requirements across all 24 states with legal adult-use cannabis as of 2026.

Universal requirements across all states: child-resistant packaging (ASTM D3475-compliant), opaque containers (product not visible), tamper-evident seals, and batch/lot identification. Beyond these, states diverge significantly on THC warnings, symbol placement, font sizes, and color restrictions.

California (BCC/DCC) leads the strictness curve: universal THC symbol (specific size and placement), no packaging attractive to children (no cartoons, no bright colors that could appeal to minors), government warning statement in 6pt minimum font, net weight in metric and US customary. CA also requires the UID (Universal Identification) number on every unit.

Colorado takes a different approach: standardized THC symbol required, but packaging design restrictions are less prescriptive. The key requirement is the 'universal symbol' — a diamond with THC and an exclamation mark — in specific Pantone colors. Multi-unit packages must list THC content per serving and total.

Canada (Health Canada) is arguably the strictest jurisdiction globally. Plain packaging requirements limit branding to one small area, require a yellow standardized cannabis symbol, health warnings covering 30% of the principal display panel, and child-resistant packaging. The new 2026 updates add additional requirements for pre-roll labeling including individual unit weight disclosure.
