The EU Cannabis Market: Where Cone Demand Is Growing Fastest

Europe is about to become the world's second-largest legal cannabis market. Germany's recreational legalization in April 2024, combined with expanding medical programs in 12+ EU member states, is creating a supply chain buildout that mirrors North America's trajectory circa 2018. For cone manufacturers and distributors, this is the growth opportunity of the decade.
Germany alone represents a $4–6 billion addressable market at maturity. The current regulatory framework (Cannabis Social Clubs limited to 50 members, personal cultivation of 3 plants, public consumption restrictions) is widely expected to evolve toward commercial retail sales by 2027–2028. When it does, the cone demand curve will be steep — Germany has 4.5 million regular cannabis consumers.
The Netherlands remains the largest existing market for cones in Europe. Despite operating in a legal gray zone (production is illegal, retail via coffeeshops is tolerated), the Dutch market consumes an estimated 500 million pre-rolled cones annually. Dutch coffeeshops are sophisticated buyers — they demand consistent quality, competitive pricing, and reliable supply.
Czech Republic decriminalized cannabis possession in 2010 and is moving toward full legalization. Malta legalized personal use in 2021. Luxembourg is drafting retail legislation. Portugal's decriminalization model is being studied as a template for other Southern European markets. Each of these represents cone demand that currently doesn't exist in formal channels.
The regulatory landscape creates both opportunity and complexity. EU product safety standards (CE marking), food-contact material regulations (for papers and adhesives), and country-specific packaging requirements add compliance layers that don't exist in North America. Distribution strategy for Europe: partner with local distributors rather than selling direct.
